ఆంధ్రప్రదేశ్‌లో EWS (Economically Weaker Sections) Certificate జారీ విధానంలో ప్రభుత్వం కీలక మార్పు చేసింది. State Government recruitments కోసం ఒక format, Central Government jobs మరియు educational admissions కోసం మరో format ఉపయోగించేలా రెండు separate certificatesను ఆమోదించింది.
Department of Economically Weaker Sections Welfare ద్వారా G.O.Ms.No.2, తేదీ 15-10-2026 జారీ చేశారు. State Government purpose కోసం ఇచ్చే EWS certificateలో ప్రధానంగా family annual incomeను పరిగణనలోకి తీసుకోగా, Government of India purpose కోసం ఇచ్చే certificateలో incomeతో పాటు specified Asset Criteria కూడా వర్తిస్తుంది.
State Government recruitmentsకు ఉపయోగించే Annexure-Iలో asset-limit condition లేదు. Central Government jobs / institutions కోసం ఉపయోగించే Annexure-IIలో Income + Asset conditions రెండూ వర్తిస్తాయి.
G.O.Ms.No.2లో ప్రధాన మార్పు ఏమిటి?
గతంలో Revenue authorities జారీ చేసే EWS certificatesలో Central Governmentకు సంబంధించిన Income & Asset conditions కలిపి ఉండటం వల్ల State Government recruitmentsలో certificate verification సమయంలో సమస్యలు ఎదురవుతున్నట్లు చెబుతున్నారు.
ఈ పరిస్థితిపై Law Department, Revenue Departmentతో సంప్రదించిన తర్వాత రెండు వేర్వేరు certificate formatsను ప్రభుత్వం finalise చేసింది.

Annexure-I: State Government Purpose
State Government recruitmentsకు ఉపయోగించే certificateను “Income Certificate for Economically Weaker Sections (EWS) for State Government Purpose”గా పేర్కొన్నారు.
ఇది గతంలో జారీ చేసిన G.O.Ms.No.66, తేదీ 14-07-2021 నిబంధనల ప్రకారం వర్తిస్తుంది.
- Family annual gross income ₹8 lakh లోపు ఉండాలి.
- SC, ST, BC reservations పరిధిలోకి రాని వారు ఉండాలి.
- State Government purpose కోసం separate Asset Ceiling లేదు.
Annexure-Iలో Income Criterion ప్రధాన ప్రమాణం. Central formatలో ఉన్న land, flat, plot asset limitsను State-purpose certificateకు వర్తింపజేయడం లేదని పేర్కొన్నారు.
Annexure-II: Central Government Purpose
Central Government jobs లేదా Central Educational Institutions admissions కోసం “Income & Asset Certificate for Economically Weaker Sections (EWS) for Government of India Purpose” format ఉపయోగించాల్సి ఉంటుందని పేర్కొంటున్నారు.
ఈ formatలో family annual incomeతో పాటు Government of India నిర్దేశించిన property / asset limitsను కూడా పరిశీలిస్తారు.

Central EWS Certificateకు Asset Limits
Annexure-II కోసం family assetsపై కొన్ని limits వర్తిస్తాయి. కింది assetsలో prescribed limit చేరినా లేదా మించినా Central Government EWS eligibilityపై ప్రభావం ఉండవచ్చు.
- Agricultural Land: 5 acres లేదా అంతకంటే ఎక్కువ.
- Residential Flat: 1,000 sq.ft. లేదా అంతకంటే ఎక్కువ.
- Residential Plot in Notified Municipality: 100 sq. yards లేదా అంతకంటే ఎక్కువ.
- Residential Plot in Other Areas: 200 sq. yards లేదా అంతకంటే ఎక్కువ.
Family members పేరిట వేర్వేరు ప్రాంతాల్లో ఉన్న propertiesను కలిపి asset calculation చేయాలని కూడా పరిగణనలోకి తీసుకుంటారు.

EWS certificate purposes కోసం “Family” definitionలో కింది వ్యక్తులను చేర్చారు.

అయితే specific recruitment notificationలో EWS certificate validity period, issue date requirement లేదా prescribed format గురించి ఏవైనా ప్రత్యేక instructions ఉంటే వాటిని కూడా తప్పనిసరిగా పరిశీలించాలి.
Central Jobs కోసం State Format సరిపోతుందా?
Government of India jobs లేదా Central Educational Institutionsకు Annexure-II Income & Asset Certificate అవసరం. Annexure-I State Government purpose కోసం రూపొందించిన separate format.
